Make it engaging, or make it automatic, or delete it. But even more radically: why is honking not an automatic thing when entering any system? Oops, I forgot to press a boring routine button, I just missed a boring routine small cash pay out? Videogames shouldn't have nonsense like this. Why do we even have to manually do a honk? Not just in FSS mode, which definitely makes no sense, since FSS should automatically send out a honk as it's a crucial part of that mode and we are already entering that mode.

Can't use FSS while in Normal (non-cruise) local space.Like if you had to engage "Landing Mode" before you are allowed to press the landing gear button. Analysis Mode has no reason to exist other than to be an annoying barrier to pressing the honk button.

Third: What about the fact that videogames have had lock-on mechanics for decades, to let players target quickly moving targets. Now you’re suddenly you’re not permitted to attempt the tricky business of scanning frequencies from high speed? Just because it’s a bad idea to ATTEMPT fss at high speed doesn’t mean it should be locked out. You’re allowed to overshoot the station in supercruise and loop around. You’re allowed to crash into the landing pad without landing gear. You’re allowed to idiotically crash land and boost into high gravity. The game murders you if you screw up your docking/request. You’re saying because frequency scanning at high speed would be difficult, therefore the game locks it out? Uh.so, should mailslot landings and power management be deleted from the game, because it’s difficult? No. Second: this game lets the player take self-destructive counter-productive difficult unwise actions ALL DAY LONG. Pausing the game, entering system map, entering galaxy map, are all things that already automatically throttle you down.
